Keep money in an ISA and pay less deposit on Mortgage, or lay down bigger deposit

Just wondering if the next Gov will limit contributions in to ISAs, maybe 20K is going up to 25K in this next year, maybe down the road they may limit inputs, maybe if 100K, only 5K or similar or nothing, so maybe keeping a 170K is a good plan.

There are a lot of ifs and maybes in there, is there anything credible beyond pure speculation behind that?
