Suspension of Parking fine - car parked there before signs went up

My car is usually parked on road outside the block of flats I live in. I dont pass the care as I walk to/from work and often dont use it a week or more. On 24 Jan signage went up to say road works would be taking place and cars needed to be moved. I didnt see the notices as didnt use my car or see the notices . On 3 Feb I went on holiday for 2 weeks, whilst I was off road works took place so my car was lifted and moved to another road. I received a parking ticket for period my car was parked in my usual spot but parking had been suspended (before they moved it). I objected to the fine, explaining to the council that I was abroad from 3 Feb. They have come back to say the notices went up on 24th Jan so the fine is still in place. If I go back to explain to the council that I didnt see the notices for that previous week as I hadnt used car/passed signage and there were no signs when I parked my car there, will I still be liable? Do they have to provide photo evidence that the car was not parked there when the signage went up or is there a responsibility to check your car every X period to ensure no changes to road regulations?

I have already received one NtO to say they have not accepted my case (I didnt know when the notices went up so only referred to date I was abroad from in my representation). As I am appealing their response, if it is refused I will have to pay the higher charge so I was wondering if there was any details/facts to highlight to reduce the risk or anyone had information that gave assurance that the penalty would have to be overturned.0

I'm not seeing grounds to appeal as you haven't explained any to us, or to the authority. If you've had the NTO by post then my advice remains: Pay it.
