Drain loose on drive, repair suggestions?

The drain cover is loose on my brick drive. Again. I had tried some jetcem cement but that really didn't last. Trouble is, the cover is slightly raised off the drive so when wheels roll on it a lot of stress is caused.
Any suitable products to sort it once and for all? Maybe just smothering it in postcrete even?

Its a small inspection chamber lid
Break out the fill around it
The chamber under it could be plastic and would be easy enough to cut a small amount off to lower the lid.
If it's earthenware then nibble bits off with an open ended spanner till you get the right height
Other than that replace all with a proper cover with block paving inserts1
