Help Google Cloud conundrum

I am in a club which stores some documents in google cloud. It has been set up by one of our members. If anything happens to them how can we get in as the only way is to get notification through there phone which we can't get. Hope this makes sence.

Have a back up is the obvious one , secondly give access to those documents to someone else (share)
Or create a shared drive

The correct answer is to setup a Google account for the club. Normally, the secretary would keep the password safe, manage the account and allow access to those members who needed it or share documents with individuals. The secretary documents the Google account for their successor. (As they would with other accounts)
Using an individual members account is a bad idea (even if you share the documents) because if they don't access the account for 18 months it will closed and deleted.0 -
