    The "Quite new and energy efficient" reference to the heaters is I am sure sending up red flags for a number of us here. All too often we have seen people arrive here who have been convinced that the expensive heaters they are being sold are somehow "more energy efficient" but sadly this isn't really the case, indeed, I seem to recall that at least one of the manufacturers of the heaters which tend to go hand in hand with that sort of marketing has now been censured over their claims.

    Your panel heaters are exactly the same efficiency as any electrical heating, including a 40 year old night storage heater: 100%.
    It's not efficiency that is the problem: it is the cost of single rate electricity vs any other fuel.
    Give us some more detail. You have a bill for £700, so tell us a) the tariff, b) the usage in kWh's, and c)how many days that covered.
    It seems you have used 25% of your annual spend in one month-not impossible in the coldest winter month. Paying by fixed monthly DD would reduce this to nearer £250 pm, all year round.
    No free lunch, and no free laptop ;)

    Make sure that the meter number quoted on the bill is the same as the number on the actual meter that is for your apartment. There are often mix ups in buildings with several flats/apartments and it's always possible you could be paying for your neighbours energy.

    As mentioned above, the meter sanity test is needed to make sure you are paying for the energy YOU are using.
