SiP Parking Charge ANPR

As the keeper I have received your usual threatening ANPR parking charge from SiP for being "parked in a manner other than in accordance with the signage situated at the car park".
After looking closely at the letter the "entry" image that they have provided me with barely even shows a number plate, nevermind something that you can clearly make out and read.
I have sent them the appeal template from the newbies thread which stated that I wanted images of the vehicle but they have obviously rejected it and didnt provide me with anything that I asked for in the appeal.
As the keeper, what should I do next?

Would that be waiting for court or appealing with ISA? I see that there are mixed opinions about appealing to ISA since its not POPLA.
Also, this was a vehicle that the keeper borrowed to someone for a music video. Would it be better for me to redirect the letter back to the "driver"?0 -

Are you saying that you don't know who the driver was at the time?

It appears that you lent your vehicle to someone. Do you know who you lent it to?
What has the government got to do with it?1 -
I know the driver, just not their official details. So im wondering what could happen if they gave me false information.0
