If I won a competition, but didn't receive the prize - who do I contact?

It was a competition for tickets we would otherwise have paid for. But we didn't buy them, on the basis that I had won them (it's in writing).
Buying them later costs more, if they're even available.
I tried searching online but the only regulator I could see was about shop competitors.
What are my options?

The Advertising Standards Authority is probably your best bet.

I contacted their customer services initially, and then received an email from someone (with another person copied in) - they're not shared emails etc, so I do have named people, but my last email (asking when tickets will arrive - even though I was told late last year that they'd be here by the end of Feb/early March) hasn't had a response.1
