About Hire and Reward insurance

Hi,
I am paying £3000 a year for 'Hire and Reward' insurance for Private Hire. I am trying to fit in some Amazon Flex work which also requires 'Hire and Reward' insurance, however Amazon wouldn't accept my current policy certificate.
I emailed my insurance broker back and forth and they are asking me £150 fee just to change the wording so it would be suitable. They claim that the current insurance is only valid for Hire and Reward for passengers. The policy or the pre contract doesn't specify this.
Can this be true or is it just another way to squeeze out more money?
Any advice appreciated.

Your initial disclosure forms part of the contract and so if you declared you were exclusively carrying passengers and now want to be able to carry goods too then that would require a change in the schedule and any appropriate admin fees and APs to be paid.1
