I've noticed that eBay give the seller the choice of declining the cancellation request. Is this new? What happens if I decline?

That is frustrating, I had one last week and looking at their feedback left for others it is full of 'I was able to cancel this purchase, thank you seller' positives. I've declined and ebay asks for the (optional) postal tracking number, which doesn't apply as I sold for collection only. I see from the invoice that my buyer is 15 miles away. I suspect she knew very well it was collection only, but had a change of heart about the 30-mile round trip.
