In most laptops (not Macs) the WiFi card is removable after which there's no way it'll reconnect. The WiFi card will have aerial wires connected to it.

you should disable the adapter as you mentioned above
however immediately afterwards run services.msc and look for the wLAN service then stop it and disable it
if you really want the nuclear option then look at the service manual for your laptop take the back off it and unplug and remove the wireless card1 -
All seem major overkill and makes installing new software or bug fixes much more difficult -v- simply setting up a Child account for them to use in which it is disabled but still working in the Parent account so updates can be applied etc.3

Sounds like the person the op is trying to protect has knowledgeable friends thar can bypass any restrictions put on the pc in minutes, you can remove the wifi card however what's stopping someone sticking in a usb dongle?
All you can really do is make sure that a) she doesn't know the wifi password or b) take the pc off them or c) just check the pc from time to time to see what they are looking at
I don't know much about power of attorney , so can someone please tell me what rights someone with power of attorney have with regards to banning someone from using the internet0 -
@Martin_the_Unjust, can't you just talk to whoever is in charge at the care home and ask them to instruct the staff not to reconnect it? Maybe even get their IT "person" to block that particular device from their WiFi?
