Yeh I meant it’s vacant as in no one is living there - in reference to the post saying it’s unfair on any occupants living without carpets for the last few days0

You can try to negotiate whatever terms you like. For example, in simple terms:- You can request "The carpets must be removed before completion"
- The seller might agree - so everyone is happy
- The seller might refuse - so then you have 2 main choices:
- - Buy the flat with the carpets in place
- - Walk away
But as others suggest, you should read the lease to see what it says about carpets and floor coverings.
And I don't know what your plans would be for the floor, but presumably you don't know what the floor will be like after the carpet is removed. And/or whether hardboard has been laid over floorboards etc.

Here's how it normally goes - seller will promise to remove all their junk etc and clean before completion. For whatever, reason this won't all happen.
You get the keys and there'll be some junk left and it won't be really be clean. Maybe years of accumulated dust behind where furniture used to be.
So you shrug your shoulders and rent a carpet cleaner (or rip them out) and spend several days going round the house with a bucket and cloth cleaning everything.
You swear and mutter about the sellers under your breath - but that's about all you can do. Aside from perhaps "forget" to forward Christmas cards that turn up after their mail redirection service has ended.
