    Good question.  OP said:

    I assume that means that the shed doesn't need footings and isn't attached to the house, but I agree, it also seems to suggest it is if the gas meter is now in the shed.  I can't visualise a layout that fits OP's description.

    My guess is that the gas meter is on the outside wall of the house, the new building is attached to the house and now has the gas meter inside it, the utility company insists it needs moving and that requires rerouting of the pipe.

    This is what I thought as I can't see any other way the gas meter is inside the summerhouse, unless it were attached to something like a garden wall and that was used as the fourth wall for the summerhouse but I assume gas meters aren't attached to things like garden walls. 

    If the company have built 3 walls and used the house as the fourth, the guidance online seems to refer to detached outbuildings, there is guidance for conservatories but, again I can only assume, a summerhouse isn't a conservatory.

    OP could have ended up with an extension which doesn't meet the building regs requirements, I guess if no one comes knocking it's not much of an issue, if ever selling I think you can get insurance to cover such things for a small sum.

    I would wonder though how the roof joins the house and whether it's sufficient to take away rain water or whether there's risk of damp damaging the actual house. Fire risk may be another consideration as well.

    Without specifics it's all guess work really, hopefully OP will pop back and clarify.

    Either way. Utilities are the responsibility of the home owner. 
    But given OP has now said this is a "It’s a hair salon" it sheds a different light, as no longer a consumer purchase.

    Has OP declared this with local council & paying business rates on the property? This also make planning a possibility, depending on council. As OP now has clients visiting it makes a big difference & may breech their home insurance T/C as well.
