Tesco & Horizon PCN - Bracknell - Martins Heron

I've received in the post today (12/03/24) a PCN from Horizon with a notice issue date of 01/03/24. I'm not aware that there have been any postal delays in my area and I suspect this has been deliberately sent late as I now have just a couple of days to pay the reduced charge of £40 as a 'gesture of goodwill' the letter says. The date of breach was 23/02/24 so the PCN is too late. The envelope is not date marked so I can't prove that Horizon are pulling a fast one.
I overstayed the three hours maximum by 30 minutes and I was in Tesco's the whole time meeting friends in the coffee shop.
Anyway my plan is to go there tomorrow and check the parking signage and see the store manager. I am a regular Tesco customer (Club card member etc) although not at this particular branch which is Tesco Martins Heron (Bracknell).
Failing that I'll follow the appeal steps.
I'll report back with the outcome.

PPCs don't want to provide proof of posting. There is a petition running to change that. Please support it.
So many people don't receive 1st and/or 2nd pcn but the £170 payment due letter often manages to drop through letter boxes. PPCs always claim discounted/full rate pcns/court claim letters were sent as dated though they offer no evidence to prove this.
Since they CHOOSE NOT to provide evidence of their posting we must continue to press gov to ensure they do and see it included in the new Parking CoP. Please sign/share @jmccabe petition closes 22nd june 2024.

Update. First port of call was back to Tesco to see the manager. It seems this happens a lot because without any argument they said are going to get the PCN cancelled and to come back if I receive any further correspondence from Horizon. Tesco also said they see quite a few PCN's where, like me, they receive the PCN in the post almost two weeks after the PCN issue date. This cannot be a coincidence in my view.
Other issues they are seeing is people popping into Tesco's to buy a few bits only to return ten minutes later because they've forgotten something only to get a PCN from Horizon because they have returned 'within an hour'.
These !!!!!! scam artists need regulating. I'd ban them outright.

There's no coincidence to PPCs practice. It's well planned to gain the highest income from pcns. The fault has to lie with Tesco for allowing Horizon to dictate the rules of their car park....maybe they get a share of pcn income.0

You do realise that your conversation with whoever at Tesco is not worth the paper it isn't written on. I suggest you go back and request that, whoever told you that they are going to get the PCN cancelled, to put it in writing. A simple email to you confirming it will suffice.
There are numerous threads on here with deflated victims of these parking scammers who were promised by someone that they'd get the charge cancelled and then, a month or so later, they start receiving debt collector letters and court claims.
Going back later and trying to prove that the contractor of the PPC promised to cancel it but didn't is an exercise in futility and just prolongs the whole drama.3 -

Surely it is up to them to rove that they are not!You never know how far you can go until you go too far.2
