DCBL Parking Fine

Hi, I've read some of the guidance re DCBL. These scumbags originally wrote to an old address of mine until some 4 weeks later i got a letter at my correct home address. Once received i responded to them with:
Re PCN number: xxx
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
I've had a response stating:
Please note, the timeframe in which to appeal the Parking Charge Notices expired prior to DCBL’s involvement. You were given the opportunity to lodge an appeal when the initial Notices were issued to you.
To enable for DCBL to discuss this evidence with you further, please reply with your contact telephone number; one of our Collections Associates will call you during our office opening hours.
For context i was in my company car park with a temporary pass displayed, all above board. Please let me know if i need to respond with anything further or just leave this matter.... I'm definitely not paying any money to them!! Thanks

Please read the Newbies/FAQ thread. You are advised to never communicate with a debt collector.
You have not been "fined" at all, especially by DCBL. Sending an "appeal' to them is about as useful as a poke in the arm with a sharp stick. You were probably invoiced by an unregulated private parking company for an alleged breach of some term or condition.
Without knowing which PPC is involved here and the timeline, it is difficult to provide useful advice. Have another read of the correspondence from DCBL and see if you can decipher who they are representing.
Because the first you appear to have heard about this is the comms from DCBL, you should check the address on your V5C log book is up to date. That is one of the most common reasons people don't receive initial PCNs. If you moved and updated your driver licence, that does not also automatically update the address on your V5C.1 -
Apologies, to be clear, the original correspondence was from UKPC, regulated by BPA, apparently owned by local council. Having reviewed their images it would appear my pass isn't visible. This is my place of work and i was in a designated work space. Appreciate probably made this worse pass not being on display but don't intend on communicating further to them.0

At this stage, there are only two ways this is going to be resolved:
1. Get your place of work to tell UKPC to cancel the PCN.
2. Wait for the inevitable LoC and then claim from the UKPC/DCB Legal duo and defend robustly with the template defence and eventual discontinuation as you can see over 300 in this thread:

I've had my final reminder today. I've actually incurred two parking tickets for parking in my work space but without the pass displayed. I presume all i do now is wait for the CCJ! and follow the NEWBIES thread above?0

A CCJ Isn't a court claim. You won't get a CCJ. Please read the 2nd post of the NEWBIES thread and lookout first for the LBC.
