Changing driver details

Hi Newbie here and I have read the rules but (apologies...) I can't see anything that directly relates.
Debt Recovery Plus have sent a second threatening letter to my mum who has Alzheimers and is the registered keeper of the car despite having given up driving ~6 months ago.
My brother has been driving the car since, and getting lots of parking tickets most of which I have been able to redirect for him to deal with. The notice that DRP have picked up now must have slipped through.
(contextual info, brother is a problematic character that takes advantage of mum and causes lots of trouble, he is not in contact with me)
I contacted DRP to say my mum was not the driver and can I change the details on their records. They are saying no and won't speak to me despite me describing my mum's flucuating mental capacity and the fact she would not be able to handle a phone call of this nature. I am waiting for the Legal Power of Attorney but appears I can't do anything about this complaint without it.
Is there any reason for DRP not to change the driver details? Despite my pleading they just said they needed to end the call.
Having read a lot of this forum now I appreciate the advice in deflecting these tickets in the first place and it has given me comfort that my mum isn't about to get visited by a bailiff, but that is my brothers fight and for him to pick up.

If he is driving the car all the time. Why not put the V5 in his name. Just means registered keeper, not owner of car.Life in the slow lane1

Yes they would.
Why not just fill in the transfer of liability slip on the PCN and get her to squiggle her signature on it. Then take a photo of it and email it IN HER NAME NOT YOURS to DRP and the PPC. Also state she has not been driving since Spring 2023 due to a medical diagnosis (attach proof if she would be OK with that).
Which PPC?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Which PPC?Thanks both,The PPC is Horizon and I've been able to transfer other tickets with them before but on the site now it says:Please be advised your Parking Charge Notice has been passed to a Debt Recovery Agent for collection, therefore the time to appeal or make payment with Horizon Parking has elapsed. Please refer to your correspondence sent by our Debt Recovery Agent for further information.
