Aluminium window handle replacement

I have aluminium windows with riveted handles. Some have broken and I was looking to replace these myself but have read the glass sometimes needs to be removed? Is this correct or is it relatively easy to just drill out the rivets and change the handle? If this would be better done professionally how much apx would it cost to supply and fit 4 handles (no locks) by a tradesman?
