Is the property over 20 years old ?
If so blocking light even to a small area of garden let alone house is apparently illegal.
Beyond that there are often local rules impacting hedges.
But it is normally far better to resolve amicably with neighbour as you have been doing than getting councils or socilitors involved ?
Ps did you manage to get an estimate of the true energy solar generation - that you used - the xxxx in my simplistic example ?
It might even with a 2kWp array - might have been saving you £10s or £100s even without the export payment even at low Tracker import rates..

There is a specific law on high hedges: https://www.legislation.gov.uk/ukpga/2003/38/part/8It only applies to some types of hedge.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.1
