Hello. My mum lent my brother her car for night work and he has a pcn. It's at charge certificate stage the original pcn not having been delivered or lost...
Does she file the te7/te9 now or the later stage?

If this is to do with a council PCN, then you/the keeper should take this over to FTLA.uk or pepipoo.com as they are the council and police motoring experts, whereas we specialise in parking charge notices from unregulated private parking companies.
Note that some people have reported problems with pepipoo so you might find FTLA the better choice.I married my cousin. I had to...I don't have a sister.

I agree with @Fruitcake but you might find some useful URLs here: -Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on https://ftla.uk (the recently started forum to replace/supplement Pepipoo), as they are the experts on council and police issues.You will need register before reading the FAQs, then posting both sides of your PCN with your query.PrivateCouncilPoliceIt would seem that Pepipoo is still active, although a "site not secure" message is displayed, therefore posters have a choice of FTLA or: -PrivateCouncilPolice2
