I could understand there being a thermostat fitted that limited the temperature but if it simply states that heating costs are included in rent, surely they can't turn the heating on and off whenever they want.
Typical landlord will always set the heating the minimum hours he can.0 -

If your a tenant and not a room mate in his house then you should have 24/7 heating under your control.
Is communal heating for all flats in the building, we don't have individual heating and because it's included in the rent, landlord will keep it to a minimum . At the moment is not on for more than 5 hours a day.0
