It will have no impact on your credit standing. Your risk of fraud is almost non existent. In the first place you have no money in the account to take and even if you did if you cannot access the account how would anyone else.
If I move, but have a bank account registered to another address, this can cause problems with credit or further mortgages.
No it won't. If the account is inactive then how is a fraudster going to gain access if you are unable too.

If you never received a card or PIN, you don't have an account. Your phone number is still associated to a user profile, which will be creating the issue (I'm not sure they accept customers who have previously switched out, so people who have old profiles with no active accounts is a way of them achieving this.)
The only merit in their "later" advice would be if you could figure out what phone you had at the time. Was anything happening in your life around the time that you tried to open an account, which might make it easier to work out when that was and therefore which phone is likely to be the correct one.
It might work if you have another phone number that you can use to apply. Even if you haven't moved, they can see that you never had an account.
