Why do you think you need to do this? What do you think the advantages are over just continuing to insure both cars in your name.and using both your NCDs?

Assuming you're not planning to get divorced, the only one I can think of is that if you die or have to give up driving for health reasons, your wife will have to start insuring a car with no NCD. But in that scenario, most insurers will allow your NCD to be transferred to your spouse. And even if they don't, you can always cross that bridge when you come to it and she can start building up her NCD when she actually needs it. Right now you seem to be proposing to insure a car with no NCD now, in order to avoid a mere possibility of having to insure a car with no NCD later. I'm not sure that makes complete financial sense.
