Parking charge at own address but I now need a parking permit - England

On Friday (March 1st, 2024), I got a new car. However, I haven't transferred my insurance yet because I'm having some issues with the dealership that I want resolved before switching it over. My old car, which has a valid parking permit for my building's communal parking spaces, is still insured.

I parked the new car in the building's communal parking lot. Unfortunately, I couldn't get a permit for the new car yet because the parking management company (Parking Control Management) opens at 9am and closes at 3 pm on weekdays and is closed on weekends (I am at work during these times).

Lastly, I filled out and submitted the V62C form for road tax payment at the post office on Friday (March 1st, 2024). 

I just found a parking citation on the new car's windshield (05/03/2024).

I am confused about the following:
  1. Since the V5C hasn't arrived yet, I believe the car isn't registered to me until it does, so they are sol?
  2. I have reached an agreement with the dealership and now need a permit to park. Should I contact the parking management for this? It seems they have separate phone numbers for permit requests based on the image you sent.  Will they be able to link my information?
Update 11/04/2024:
I have now received a NTK and I have the following questions:
  1. I contacted both the Letting Agent for my flat and the Shared Ownership Company (SOC) responsible for managing the building and parking spaces. The Letting Agent was useless to put it mildly, there was no pushback from them when the SOC replied with "As PCM are an individual company not linked to the SOC any tickets/fines issued need to be queried/appealed with them directly as this is not something we have any control over..." The rest is a generic message quoting PCM asking me to appeal.

    However, I am considering getting back to both stating that "Parking Control Management has limited hours (9am-3pm weekdays, closed weekends) and long wait times of at least 30 minutes which is longer than my lunch time. The responsibility lies with you for assigning the parking contract to a company without adequate provisions for working residents. I will dispute this and may involve you in my claim".
    Is this suitable?

  2. The NTK template from the FAQ includes asking them for close up and photographic evidence all of which they have included on the claims portal. Should I send them only the following:
    "I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

    There will be no admissions as to who was driving and no assumptions can be drawn."

    Slinky, even if the OP bothered to answer you, how will that answer help you resolve his parking ticket issue?

    This helps me in no way but to answer your question, the car was delivered hence the issue with dealership.

    If you got a windscreen PCN then PCM will seek DVLA data in the first week of April, then they'll send you a NTK.  Which you can ignore if the Managing Agents of the estate won't cancel this PCN for you in March.

    Try that first.  Ask politely but insistently and NOT contacting PCM

    No-one pays nasty ex-wheelclampers PCM. They were outed on Rogue Traders/Watchdog and should be nowhere near residents'' cars.  I do hope you aren't paying them money for permits you don't need?

    They charge around £5 for a new permit. 
    So you are saying I should not call them to finally get a permit for the car today and risk further PCNs?

    Why are you putting permits in your car?  Did you agree to this? In the premises where you live, do you have an agreement that you signed where you agreed to display a permit?  Before the parking vampires descended, had a ballot of all leaseholders (and other interested parties) been carried out and what was the result?

    Obviously you opt your space out immediately.  (If you have an allocated space).  I have no idea why anyone would ever agree to a permit scheme on private land or pay money to this motley crew for 'permits' none of you need:

    Our previous place, and the other poster on here the other day, it was raised at the AGM of the freeholders (all the leaseholders are the shareholders in the freeholder) and as per their articles of association a majority of those present voted for introducing parking controls 

    Whilst many here have an almost fetishistic dislike of parking companies many others have more neutral views. Whilst I wasn't a leaseholder/share of freeholder and so didnt get a comment on the matter and would say it came with swings and roundabouts it certainly did massively cut down the number of non-residents parking in both the visitor spaces and random personal spaces. Before they introduced it at least once a week I'd come home and find a random car parked in my space leaving me with no where to park unless I broke the terms of my agreement.

    Well that's OK then you got your wish, and now you will have to put up with these charges on a regular basis when ever your saviour PPC can trap you, and you will now find they aren't doing for you good at all only their own!

    I wouldn't dare suggest that they were anything to do with a ppc  -  that would be a horrible thing to do (i.e. both suggest it and for them to do it).
