Hi Guys,
Hot off the back of my "half victory" in my case against VCS, a work mate of mine came to me asking advise about the PCN she had received around the same time last year.
Unlike me, she's not a permit holder, and usually parks in the paid multi storey car park, only on this occasion she had parked outside the office to collect some items to take to the charity shop as we often do collections at work.
You guessed it, she was ticketed even though she had one of the Yellow permits as mentioned in my thread. She didn't fill the date in however and therefore the PCN was issued.
The stinker here is, she's paid it already. The question she asked for advice on is, could she recover that money given she was parked for such a small amount of time and the PO has clearly just seen car and banged a privacy notice on it.
Any advice I could relay to her would be appreciated.

Nope. Sorry she has been mugged and can't get that money back. It's gone towards the next hospitality race meeting or yacht:

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

She mooted the idea of a county court claim but it'll be difficult to prove the parking time when the burden of proof will be on her.0
