    The windscreen Parking Charge is a Notice to Driver, hence why only the driver can appeal at this stage.

    The Keeper can appeal a Notice to Keeper.

    p.s. ’only blown over’ is the same as not displaying a permit at all.

    Is the driver not allowed to pass a Notice to Driver to the Keeper then?
  • They can pass to the Keeper if they wish, but the operator is not obliged to entertain the Keepers appeal; especially given the potential issues doing so can cause.

    Care to educate the uninformed what "issues" may be caused?  Are they bigger than carrying our parking 'enforcement' when no ballot of the leaseholders has been carried out? (you don't appear to comment on this particular circumstance.)

    That makes no sense.  

    No comment about a PPC operating on a residential estate that hasn't had a ballot removing their unfettered right to park then.

    By slippery ones, are you referring to an unregulated private parking company, or the resident of a site where their existing rights are being ignored?

    How do you know the average keeper would be confused if they had already demonstrated enough knowledge to appeal a parking charge notice handed to them by a driver?

    As we expected, by stating the above view (you are entitled to your view but we don't agree) you've now confirmed you are posting firmly from the IPC side, and are not a debt collector.

    Can you tell us a bit about what PPCs do that is useful to society (i.e. not PCN related)?

    As you are representing what is widely held to be a very greedy industry, perhaps you enlighten us: what useful function do IPC firms serve that DOESN'T involve PCNs?

    It gets tedious constantly talking about PCNs and that the new statutory CoP is also all about PCNs and nothing else.

    Parking Management is supposed to be about more than this...isn't it?
