Phone call re emissions compensation

Just had a phone call saying I had filed a claim regarding diesel emissions compensation on my car.
I have not filed any such claim.
The worrying thing about the call is that they know my name, address and vehicle registration number, along with my mobile phone number. 
The caller was very insistent that I had made a claim but eventually stated he would "close the file" before hanging up.
Incidentally my car is petrol so wouldn't have thought any compensation was due anyway.

I have just had an email from Duolingo to say there has been a data breach.  I am sick to death of this now occurring on a regular basis.  It seems that many organisations have very weak security.  No doubt the data is sold on to scammers.

Still getting 5 or 6 calls a day from unknown numbers on my mobile, which I ignore and block. A friend suggested the data may have come from searching online for car insurance. So much of our information is out there, no matter how careful we think we are. We rely on these websites to keep our data safe but there are so many data breaches now.
