Living next door to a lapsed planning permission

A developer was granted permission to build houses and a care home; the site was sold on.That permission has just lapsed and a new planning application for houses only has just been refused Neighbours of the site looked on this as the chance to sell up and move away but the care home permission is still shown on the Public Access website as approved - nothing about it lapsing - ie on Public Access it looks as though building a care home could start tomorrow putting potential buyers off straight away. Should Public Access show that the permission is "no longer extant" ?
How would a solicitor/conveyancer find out that adjacent planning permissions had lapsed?

Not sure it makes any difference.  A "site" will eventually get developed one way or another.  Not sure why a care home would negatively affect values.  Infact uncertainty over the nature of the future developement would probably be worse than having the certainty of approved plans in place.

Download the consent and read the conditions. The time limits should be among them.

No, the records will show the application as "Approved" because it was.  The application should have been conditioned with a time limit for the development to start.  If work hasn't started by then it doesn't alter the status of the approved application, it just means if the developer starts to build they would be in breach of the planning consent and enforcement action could be taken.

A solicitor/conveyancer would know planning consents are time limited and if applicable could check the consent (as user1977 points out) to confirm the time limit has passed.

Having lived next to a care home I'd say I would prefer that any day compared to living with a dozen or more houses as neighbours.  There is relatively little traffic/activity associated with care homes and the residents tend to be quieter than average - more so if the residents are elderly.
