Banks get compromised lists from Visa/Mastercard. They then have to make a judgment call on what to do with them. Large lists tend to get dealt with this way.

Surely if it's on a compromised list they wouldn't say "Sent out new card but can continue to use existing card for 28 days".0

The reason the cards don't get cancelled straight away is that it would cause too much inconvenience for customers - there will be thousands, sometimes tens of thousands of cards being re-issued, and you can't leave customers without a working card. The risk of actual fraud during the 28 day period is low, and can be mitigated through enhanced monitoring.

I had similar a few years ago with Barclaycard. New card with a different card number mysteriously sent for no apparent reason. I was also allowed to keep using the old card until the new one arrived. I thought it was slightly odd at the time, but assumed it was something along the lines that TheBanker has outlined, and didn't pay it much mind.
