Banks get compromised lists from Visa/Mastercard. They then have to make a judgment call on what to do with them. Large lists tend to get dealt with this way.
As it's easier & less stressful for customers.

Surely if it's on a compromised list they wouldn't say "Sent out new card but can continue to use existing card for 28 days".

They may be aware that a customer couldn't pay bills or buy food etc - so issue the new card and monitor those accounts more heavily just in case

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

I think the type of text the OP has received is standard and common.
Has the OP duly received the new card?  Simply activate and use the new card and shred the old one.

Thanks @mab3000 - still no card after 4 working days.

Not overly concerned as doesn't seem to be a scam.

My bank does this. We might decide to replace cards because the card numbers have been identified as having been compromised, or we might have spotted a pattern where you've used the same retailers as other customers who have gone on to report fraud. We have some quite sophisticated software looking out for these patterns, as do Visa and Mastercard. We also receive intellegence from other parties, including the authorities.

The reason the cards don't get cancelled straight away is that it would cause too much inconvenience for customers - there will be thousands, sometimes tens of thousands of cards being re-issued, and you can't leave customers without a working card. The risk of actual fraud during the 28 day period is low, and can be mitigated through enhanced monitoring.

I had similar a few years ago with Barclaycard. New card with a different card number mysteriously sent for no apparent reason. I was also allowed to keep using the old card until the new one arrived. I thought it was slightly odd at the time, but assumed it was something along the lines that TheBanker has outlined, and didn't pay it much mind.
