Is a Ukrainian Refugee under the Homes for Ukraine scheme a paying guest ?

I have just discussed whether a Ukrainian Refugee under the Homes for Ukraine scheme can be part of a claim under the Legal Expenses section of Home Insurance. The wording of the policy is.....".you, your spouse/partner and any relatives or any other person, who is not a paying guest, all permanently living within your home" The telephony agent didn't know. Any thoughts, please.

I would not have thought so as you get paid for them being in your house, so in effect they are a lodger.0

Not lodger according to this info.
" It was designed to allow British families to provide Ukrainian refugees with a safe place to live while they established themselves and adjusted to life in the UK. Refugees were not granted official “refugee” status, nor would they be “lodgers” in our homes, but rather “guests”. These terms are important as it allowed the Scheme to be implemented quickly and circumvent many of the legal and practical complications arising from having refugee status or being a lodger"

Same query: I dont want to pay for insurance if it turns out to be invalid, but cannot get an answer unless I actually register for the policy - crazy!
