Napier parking

Hi, 75 yr old Blue Badge Holder here.
Parked in a Napier car park in Roomes Department Store in Essex. I paid for the maximum 3 hour stay. I was unfortunately taken ill whilst shopping and had to rest and recover. I have mobility issues so I had to wait till I was strong enough to walk back to the car park. This made me just over 30 mins late back to the car. I have received a FCN of £100 from Napier Parking. I emailed Roomes as the landowner explaining the situation and asked if they would be kind enough to cancel the FCN but they have given me the brush off replying "I can pass this message to Napier Parking. However - Roomes no longer controls the car park regardless who owns the land unfortunately."
Would appreciate some help with next steps. Thanks

I am sure that a letter to your local paper/radio/tv station, copied, to your MP, would spur the store to change their mind, they might even offer you some compo.

Complain to your MP about this disability discrimination and breach of the Equality Act 2010, which is a criminal offence.
Identify the landowner and make the same complaint, pointing out that they the landowner are jointly liable with their agent for this breach.
Regular poster Umkomaas has provided this useful guide to help people identify the landowner. Save 7 until you get a court claim.1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.
Plan B is to appeal to Napier. I suggest a bespoke appeal rather than using the template form the NEWBIES. Complain that Napier are required by law to make reasonable adjustments for disabled persons having protected characteristics as defined by the Equality Act 2010. Failing to anticipate the needs of such a person is indirect discrimination a breach of the Act, and a criminal offence.
Continue to pursue such a person having been made aware of such a person's disability is direct discrimination, a further breach of the Act, and a further criminal offence.
Failing to make reasonable adjustments such as allowing extra time for such a person who has been taken ill is another breach and another criminal offence.I married my cousin. I had to...I don't have a sister.
