I think FOS would find £250 to be a fair offer for the distress and inconvenience. If anything it seems on the high side with no proven quantifiable loss.
If you could prove that the 'marker' had caused you to be declined for credit, and as a result you'd incurred additional costs (e.g. having to borrow at a higher rate), then you could make a claim for redress. But this would need you to be able to prove that the 'marker' was the only reason the new lender declined you. This would be virtually impossible to prove at the time, let alone several years later.
If you had followed up at the time, you could have had the 'marker' removed then. When a lender declines for credit, they normally say which of the CRAs they've used and advise you to check your records. The fact that you did not take any action implies it did not really cause you any issues.
You should clarify what type of 'marker' it was though, and make a note to check your credit file in a month or so to make sure it's gone and not returned.1
