ebay: does this scenario not = instant payment required by buyer?

Options
when i list i only list BIN and require instant payment.

when i make an offer to BUY something i am told that if the offer is accepted i will be charged straight away.

i have "sent offer" to potential buyers on an item that had "watchers". it has been purchased from one of those offers, but, no payment has been made in 12 hours. i had assumed that on accepting my offer they had to pay straight away as per my settings, have i missed a setting or is this how it works?

There's a trial that affects some users and/or items,  but not everyone. Usually if you send an offer, or accept one as a seller then the buyer isn't subject to immediate payment. The trial which started at the end of last year means that some people on some items (and frankly it all seems very random) requires the potential buyer to have a payment method registered and they are warned that accepting or sending an offer might mean that immediate payment will be required if they are successful.

My own experience across all of my accounts seems to be that about a third to a half of my buyers are subject to this immediate payment required. As a seller I am warned when I get an offer that buyer will be charged immediately if I accept or send the offer.

  • This is a positive change - weeds out those who place an offer for the hell of it with no intention of actually purchasing. When they see that their card will be charged if the offer is accepted it makes buyers think twice before pressing the offer button.

There is a long thread already which 8 can’t find, but there are some very mixed views . Some buyers are quite unhappy about instant charging whilst most sellers seem to welcome it. Personally I like it and hope it is rolled out across all sales.

  • As a buyer who only offers or bids if I'm serious, my only potential qualm with it is you can't use discount codes and I'm not sure it's tracked through TopCashback
But on the whole I see no problems with it - probably because I've never abused the offer system!

so how do i report this buyer as a NPB? i am on free listing fee's so there's no selling fee's involved. i know i can't leave Neg but i know you can report them. nothing fits the bill. when i click on "open an unpaid item case" i get screen 2.
purchased over 48 hours ago and i sent an invoice later the same day.

You need to do an NPB (assuming you are past day 4) regardless of fees- that gives buyer a strike and too many strikes mean that any seller who has blocked buyers with 2 or more strikes will be protected from these time wasters in the future. So do the NPB and that is effectively reporting them to eBay.

if you don’t NPB them then they can pay at any point and expect their goods, and also they can leave you feedback. They can’t leave feedback if you NPB Athena, and neither should you.

It's a full 4 days, so if they buy at 8 pm then the NPB can be done at 8.01 pm 4 days later. It's much better than it used to be in the 'old days' then it was 7 days before you could open an NPB and you had to wait a further 7 days before you could close it.

After 2 days there isn't really anything they can be reported for, you just need to be patient.
