If I am making an NHBC warranty claim, should I also notify my home insurance of the issue?

If there's any doubt, give the insurers a call and explain what's happening

You are required to inform them of incidents that would be covered by your insurance, you are not required to inform them of incidents not covered by the insurance. Defective Workmanship/ Wear & Tear etc are not covered by home insurance.
If you aren't sure then let them know but if its a build issue then its not likely to be covered.
The only exception to the above is if you are going to have major repairs done involving structural items, then you will have to inform them but not because of an "incident" but because of having major works done, like if you had decided to have an extension built.0
