Outlook Cannot Delete Any Emails

Hi, I really hope you can help me.
Starting this morning, for no reason, I cannot delete any emails in my Hotmail account. They just flash and are back again, or a circle just shows beside Decided/Junk etc. I did google, but not sure about the instructions given?
Have logged out, that does not work.
Turned laptop off again, no.
I do not use mobile to read Outlook emails
Cannot someone please help giving simple instructions?

Oh, if this helps.I downloaded my email app to phone and it has deleted the requested emails.1
