    My Sky box went back last month.
    I connected a Freesat box this month.
    I can watch TV via terrestrial, satellite, and interweb.
    (Not sure what the value is, but I always like to have a plan-B.)

    My apologies, obviously I should have mentioned the flat is in Scotland, which makes "freeholder" irrelevant. 

    My plan is to check out the satellite dish up close, seal it myself if possible, otherwise use the government "find a prisoner" site and take it from there.

    If he is in prison for any length of time, it is doubtful that he is maintaining a sky contract. If it "fell" down in a storm, how would the neighbour know?

    That's a good point. I'm thinking that satellite engineers will have come across similar situations and will know exactly what to do.

    If you are going ahead with that, which I would not.
    Take out one of the bolts/ screws and measure the length, source replacements of same thread but shorter.
    When you come to replace them give hole a good squirt of sealant and instal shorter bolts, hopefully no one will be any the wiser.

    If you have trouble sourcing shorter bolts use washers between bolt heads and dish brackets to shorten amount of bolt in wall.

    Don't tell them it's not yours. Just get a jobbing builder/handyman (not satellite specialist) to make good.

    This is kind of what I have in mind, and I do think it's a bit extreme making contact with a criminal for something that hopefully is a small job. Good idea about the bolt length.
