If he is in prison for any length of time, it is doubtful that he is maintaining a sky contract. Take out one of the bolts/ screws and measure the length, source replacements of same thread but shorter.
When you come to replace them give hole a good squirt of sealant and instal shorter bolts, hopefully no one will be any the wiser.
If you have trouble sourcing shorter bolts use washers between bolt heads and dish brackets to shorten amount of bolt in wall.Play with the expectation of winning not the fear of failure. S.Clarke1 -

This is kind of what I have in mind, and I do think it's a bit extreme making contact with a criminal for something that hopefully is a small job. Good idea about the bolt length.Eldi_Dos said:
