Cold radiator-blocked pipe

Hi, I’ve just had a rusty radiator replaced (old rad was previously heating ok but was last in the run so was less warm than the others)
The plumber has just fitted the new rad this week and it won’t heat up; the radiator and both pipes. He said there must be a blockage nearby, the other radiators hot.
He’s tried all the usual, except I dont think he balanced the system, but he’s positive that it’s a blockage.
What are the options for resolving this? Im thinking the rust from the radiator must’ve gone into the pipes.Thanks

Did he flush system - I am guessing not. Is there even water in the radiator?
