I signed up for a training course on electrical testing and inspection with Access Training about 3 years ago. I haven't been able to sit the course or any of the training sessions or exams due to ill health. My registration is still valid as I could book in to do it whenever I was ready. I have now given up working and so no longer want the training. Am I able to claim refund on the fees which I payed up front?

You would need to speak to co on this.
As it should be covered in T/C.
But fear after 3 years the odds are slim.Life in the slow lane1 -
According to their terms you've lost any prepaid money:11.7 Any cancellation penalty referred to in these terms, means that if you have paid a deposit or other monies to us, this will be retained and if our reasonable losses and costs (including loss of profit) are greater than the deposit and other monies which we have retained we will require you to pay the difference and cover our losses and costs.https://www.accesstraininguk.co.uk/terms-privacy
However, such one-sided terms are probably open to challenge as being unfair, so if they refuse a refund request then that may not be the end of the matter....

It is very clear from the first post that this is not a consumer contract so challenging an agreed contract term for unfairness might be difficult.

I think the OP has booked and paid for the Electrical Inspection and Testing course which comprises a series of two individual courses: Initial Verification and Periodic Inspection & Testing
The T&Cs include:
11. Cancellation by you
11.5 Where the course or courses comprised within the Services constitute a series of individual courses and you decide not to undertake any one or more of the individual courses you will not have the right to be refunded for the cost of any individual course which you decide not to undertake.
Based on 11.5 I don't think the OP has a contractual right to a refund for the two individual courses he has decided not to undertake.
I have used this company in the past to deliver training and found them very good to work with.
There is no harm in asking, and under the circumstances that the OP has had to give up work permanently for health reasons they might well review a request compassionately.
