We bought a house based on the dpe report and the lawyer. Both have made professional mistakes. It has now affected the value of the house and ability to sell it. What is process?

Professional Indemnity insurance, as its more commonly called in the UK, is there to protect the solicitor/ architect/ software developer etc. If you think they have breached their contract with you or made errors then you would raise the matter with them and it's their choice if to deal with it themselves or pass it over to their insurers.
In the UK for solicitors they are required to have a complaints process and there are escalation routes outside of the courts if you aren't happy with the outcome.1
