Loading bay PCN without restricted times on the sign from the council

I parked in a loading bay after 17:00 as the loading bay sign did not have restriction time on it just a sign that said "Loading Bay" . Got the PCN on the windscreen and appealed a couple of days later with a reason that i thought was reasonable saying in my defence the sign did not have any time restrictions on it and then posted photos the sign's and the loading bay sign painted on the road was also poor. The council rejected the appeal 2 days later which was about 20 days ago.
Should i pay it or challenge it? i can post a copy of the PCN ,signs and appeal if you want me to?

Since we specialise in parking charge notices from unregulated private parking companies here on MSE, you would be better taking this over to either pepipoo.com or ftla.uk. I'm told the former forum has been having problems recently so have a look at both, but personally I would favour the latter.

If the sign doesn't have any times then it's pretty obvious that it's permanently a loading bay, as with any other parking restriction. Times are only shown if there are any periods where the restrictions either change or cease to apply.
For example if a sign says "Loading Only mon-sat 08:00-18:00" then those are the times when the restriction is enforced while parking outside those times is fine. You very often see the same with residential parking zones: if there's no times shown then the restrictions apply 24/7.
Sorry to say that you don't have a hope of getting out of paying the ticket.0
