The badge holder does not need to be "the usual driver" or even to be a driver at all.2

No, but the badge holder needs to be entering/exiting the car for the badge to be used in a designated space. I know a few people who just leave the badge on display but only park in a badge space when the holder is present, though convenient I think that's technically not allowed.

We had a parking warden approach as we parked on yellow lines and he had a close look at my wife's BB then he said with a smile, that can't be you as you look far too young. Obviously we realised it was a compliment and had a chat. He is a regular in that area and has seen our car many times in the same place, not causing an obstruction but short distance from our Church, will be back tomorrow for coffee morning.2

Yes I agree, more checks on seeing if the disabled person is actually in the car. Till this happened I never realised the holders birth month and year are on the BB.1

Just to be clear, the BB holder doesn't always have to be in the car when parking - they can be used for picking up (or dropping off), the blue badge holder e.g. parking up outside a hospital, shop, bookies etc.1

From the link above .......Police officers, traffic wardens, parking attendants and civil enforcement officers have the power to inspect the badge. These people should produce an identity card with their photograph on it to prove they are who they say they are. However, Civil Enforcement Officers are allowed to operate in plain clothes.
