I would not go down the bankruptcy route. Just stop paying the loan. It is unsecured so lenders have few options to recoup it and it begs the question at their age why they lent that much. They should be able to get reduced council tax for a severe mental impairment for your dad.
The care bill seems quite high if they don’t have savings. Maybe worth checking that they are paying what they should be. Could be worth asking for a reassessment of their contribution amount with the council.0 -

Has the card debt been entirely cleared by the bank loan? It is unclear, because you said that the card debt was solely your dad's, but then that 'they' took the bank loan.
So, is the remaining debt in joint or single names?No free lunch, and no free laptop0
