Toilet Problems

Twin flush toilet system and cistern not filling and is running straight into the pan. I cant get the ball c0ck to rise as it wont fill. I can manually lift the ball c0ck but the cistern still wont fill up and runs straight into the pan.
What could be wrong?

It's probably the syphon which is stuck open.If I had known then what I know now . . .

If it is dual flsuh then it probably won't have a syphon, it will have a flush valve. These often jam, resulting in the water flowing right down the pan!
