    Both the images are very hazy, but from what I can infer :

    3 Hours Free Parking allowed for customers spending more than £5 (spent much more than that).

    We don't need to see the NTK because APCOA never use the PoFA so they can never hold the keeper liable. Just appeal as keeper and await the cancellation. In the unlikely event that APCOA reject it, appeal to PoPLA as keeper where you are bound to win as long as the driver's identity is never revealed.

  • Also, I can see that the PCN doesn't comply with 23.1d :

    You must ensure that a parking charge notice informs the
    recipient that if the recipient appeals within 28 days of
    receiving the parking charge, the right to pay at the rate
    applicable when the appeal was made must stand for a
    further 14 days from the date they receive notification
    that their appeal has been rejected.

    The BPA CoP is a bunch of made up stuff to help and support the parking industry that funds it. It is nowhere near as important as the PoFA 2012, which is an Act of Parliament, the law. Save CoP breaches for PoPLA if you want, but don't waste time or energy on APCOA. They are so easy to beat because they simply cannot hold the keeper liable.

    However, researching and learning about the unregulated industry and the relevant wording of the two ATAs (BPA and IPC) is always useful. Well done.
