HSBC Currency Account Exorbitant Fees

HSBC sent me a message saying that "temporarily" payments in Euros will be converted back to GBP, both towards the currency account and to the Global Money account.
I wonder if it's a malfunction on their side, or a change of mind/policy and how long this "temporarily" will last.0 -
We’re getting in touch to let you know that you can now receive foreign currency payments into your Global Money Account currency balances again.
This means that if you receive a payment in one of the currencies we support, it will be transferred to your Global Money Account in that currency.
We’re really sorry for any inconvenience caused while the service was unavailable and thank you for your patience while we reinstated it.

I just transferred 1000 USD from a USD HSBC account in UK through a currency exchange to a Euro account at the same HSBC bank. I lost 31.5 € in this transaction and HSBC claims to not know who took this fee.
Obviously there is a charge somewhere for 31.5€ regardless of the amount transferred.0
