I know that many producers do this. You actually don't get the amount you pay for. I love baking, and once, I tried to make a cake. I bought some ingredients for the first time, and according to the package, I had the right amount. But turns out I had way less than I was supposed to have. I don't think that suing them is the solution. But what I did was just switch to another producer.

That act doesn't mention the term "drained" as you narwell.(Obscure?)
I guess it's guidance when used on labelling.
The weight of the entire product is regulated I guess, and Princess are advising how much water/oil they added into the tin to give you an idea if how much tuna fish there is.
