    It's not legally necessary for an off-market sale like this, I would guess the council may have it as a requirement for this scheme though.
    Thanks.  Interesting, as councils usually have in-house surveyors, and would normally do a comprehensive refurbishment before letting the flat out. But having an independent assessment and valuation may help them justify the use of public funds I suppose.
    I did this sort of thing in a previous life working within a council (buying properties from owner-occupiers at risk of repossession by mortgage lenders, and leasing back to them as council tenants), and I think it was all in-house assessment of value (and what works the council would want to do in order to bring them up to lettable standard).

    I sold to the local council.  Just like any other sale but without nervous FTBs or chancers causing stress.  They made an offer, paid the money, no issues. No external survey needed.
