Debt Recover Plus ( Premier Park Ltd)

Today (15th February)  i received a letter dated 5th February pertaining to an alleged unpaid parking charge on 13th December 2023, the letter was from Debt Recovery Plus and states the creditor as being Premier Park Limited, it is asking for £170 and says its now time to decide how you want to proceed and babbles on aggressively.
This is the first letter I have had from Debt Recovery Plus and i have had no correspondence whatsoever from Premier Park.
The letter is addressed to me personally and is not a notice to keeper
I have had a read through the forums but am confused how to proceed, appeal or ignore.
Any advice much appreciated

There's no room to appeal once debt crawlers are involved (see NEWBIES FAQ Announcement, fourth post).  What about a complaint to the landowner (NEWBIES FAQ Announcement, first post - Plan A)?
i have had no correspondence whatsoever from Premier Park.
    Possible reason? ......

You might not believe the number of cases we get here reporting exactly that.  Very often, the reason for non receipt is due to the PPC writing to the last recorded address held by the DVLA. That address is provided to the DVLA by you via your V5C (logbook).  Many people fail to update the DVLA of a change of address by updating their logbook (a separate action to updating the driving licence).

Please check (not guess) your V5C and if not up to date, advise the DVLA (can be done online), as a failure to have the correct address exposes you to a £1,000 fine from the DVLA and potentially other traffic-related penalties about which you will be totally unaware, leading to very serious consequences.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

And after you've checked your V5C if it contains your correct address please support this as like you so many people don't receive 1st and/or 2nd pcn but the £170 payment due letter often manages to drop through letter boxes.

PPCs always claim discounted rate/full rate pcns/court claim letters were sent though they offer no evidence to prove this. Since they CHOOSE NOT to provide evidence of their posting we must continue to press gov to ensure they do and see it included in the new Parking CoP.

Either way you don't pay this.

Search the forum for debt recovery V5C BPA to save us typing what is already here on other threads.

Change the search results to NEWEST and read how to use the recent BPA CoP change (Feb 2024) to argue that the case needs to be rewound back to appeal stage.

Hundreds of threads just like yours and the ones this month mention the new clause in the BPA Code which means you can complain to get the PCN reissued.

What happened when you searched; I found loads; did you change "Best Match" to "Newest" and category to the Parking sub-forum?

We can't because I've no idea where it is. Hence the search. No point me just doing the search for you, which isn't how we get everyone to be confident with how to find things on this board.

Once you have clicked on Categories, the Newest option disappears leaving just Best Match and Name - as you have found.

To get the Newest option back, click on the All option. Then click on Best Match and the Newest option appears in the drop down.
