To be honest, someone incapable or unwilling to obtain a photo ID is unemployable imo.
It's the most basic of requirements, an inability to produce would be a massive red flag for me as an employer and would effectively stop a job application.
I know you're having a rant but a little effort and positivity go a long way....

It feels like this is not news and there may be something else going on. Is the refusal to get ID "on principle"? Because principles can be expensive to hold on to.2021 GC £1365.71/ £24005

If she has no other photo ID then a voter ID card can be obtained for free from her local authority.
As others have suggested a passport would be a sound investment, even if she has no intention of travelling. It would cost about £8 a year (£82.50 for ten years) and would save a whole load of problems.3 -
