Child Trust Funds

Was there ever a possibility of cashing these before 18 in the past?
My sons partner has twins by a previous relationship, born in 2003 and is sure that the children had the money a long time ago? She was a single parent, and would have been on benefits at the time. She does know that the children can trace the money if it still there through Govt Gateway, but she is sure it was already paid out a long time ago. Was there another scheme she may have been getting confused with?
