Parked on an area without parking signage/markings during A&E shift but still fined

Hi all, I've been given a parking fine for parking on a residential street in Cheltenham, despite there being no parking markings or signage to indicate parking restrictions in that aspect of the road. The road in question is Sydenham Villas Road in Cheltenham, I've attached a link on Google maps so that anyone interested can see what the parking situation looks like.

The parking is still the same as seen on Google streetview. The southern end of the street where I parked has no marked bays or parking signage. Just a little further up the road are white dashed line marked bays either side of the road with corresponding signage next to them indicating they are for permit holders only. I did not park in these parking bays.

I've attached pictures, including the nearest sign on a lamppost on my side of the street which only references dog fouling. My car is the white Vauxhall.

I parked for around 12 hours while I completed my A&E shift in the nearby hospital. I've parked there many times before and not been fined.

Is there any reason why I have been fined or does this appear to be an error? If so, is there anything I should aim to say in my appeal?

The reason I'm a bit worried is I don't know where else I'll be able to park for my shifts if it's unclear where I can and can't park on streets.

All help is appreciated, many thanks :)

Just so you're aware it's not a fine. It gives the ticket a level of authority it doesn't carry.

Who is the Private Parking Company (PPC)?  Is this definitely a private charge or a council issued penalty charge notice?

Could you upload a redacted  copy of you parking charge notice if it is a private one (redacting reg, PCN identifiers, your name and address, date and time)?

What have they alleged as a contravention on the ticket?

It looks like a public road, but the vehicle appears to be parked outside the permit only area, and outside the no parking DYLs.

Since this forum specialises in dealing with parking charges from unregulated private parking companies, I suggest you take this over to our friends on Free Traffic Legal Advice - Index (ftla.uk)

    Who issued this PCN?

This is a council controlled road you need to take it to pepipoo where they deal with authority issued tickets rather than private parking tickets.
I did find one tiny sign along there on GSV stating residents only at prescribed time.

Looks like Cheltenham Parking Zone 15 which recently became active.

  • Hi again all, thanks for the help! I'll check out some of the other forums as the ticket was issued by Gloucestershire Council. I've attached a picture of my ticket below .

There are a couple of signs further up the road but these are in front of marked bays only, so I would have thought these only pertain to the bays. There's no signs relating to the bit of road that doesn't have marked bays, so I would have thought they can't fine me if they haven't told me I can't park there but alas.

Further update, I returned to the scene of the crime and I've missed this new sign popping up at the start of the street.

Not sure how anyone is supposed to see it at the angle you turn onto the street from unless they're specifically looking for it. And it is a bit annoying that this is the only sign, too. But in any case it seems like @theoretica was correct and I'll have to pay.

Pepipoo is the place to take this problem to before you think of paying
